Someone sent money to someone else for in game items
The first someone did not get the items and the second someone did not go get the money
Which rule was broken?
This second someone also states that they made real money deals with 6 other players but he only lists 5 people and one of the 5 listed is the first someone...............................................

the funds are typically available in 10 minutes. The sender can get a refund as long as the transaction has not yet been received. In order for the sender to get a refund, the sender must go back to a MoneyGram location with the reference number and a valid government issued ID and you have 90days to collect it

Alright Slaughter provide the proof for the RL cash for game items. A receipt your have already listed off names you sold to why not provide some evidence to back up your comments.
