Taking it into context with the rest of the sentence:

"unless I am nearly certain of it"

This would mean the minimum requirement for Jeff to take these actions would have to be just below his "certainty" level of confidence. Therefore leaving open the possibility that he is indeed, quite certain about the events in question.

Once he is "nearly certain" about such events, his actions then begin to form, and usually when that happens to a person, during their research and attempts to prove such things, they convince themselves of how certain they really are. Not to say what he is saying is true or not, since I have no idea, and don't really care, but I believe Jeff, and that his certainty is usually fairly justified.

I can only hope the "stop caring" philosophy isn't taken into effect in people's daily lives. To care is a very important aspect with human relationships.

It's not that Bile isn't, I wouldn't trust anyone with valuable items. It's this precaution that has prevented me from ever being scammed in UO. Bile has been teaching me to duel for a couple of weeks, guess it worked.
