But it says the skill cap is 100, when you say "Should", do you mean the stone should say "120"? Or it says its "100" but should take 120?
If this is a bug, then perhaps the next step is to either to replace with the correct item, or arrange for a refund.

That has got nothing to do with my case.
It saids, the skill cap is 100, On the stone, saying the stone can only take 100 skill points. Nothing to do with another character.

You can use the soulstone once a day (transfer skills to the stone and then from the stone = 1 use). The soulstone is not bound by skill type BUT it is bound to the account, so the characters you can transfer it to have to be on the same account you transferred them from.

I thought that means you have yet collect the item from the game.
I would try to collect it.
