No I doubt it was anybody within the IPY administration. I would guess it's probably somebody that plays there and is loyal to them. It's probably not just a coincidence that this is happening right around the time IPY 2 is launched.

I'd like to point out, Hacking does not equal DDoS. It's not hard to root a server and put them in a booter or to spread some shitty bot. Espicially with how small the attack was.
