This is a critial fix, and I (and im sure a lot of players) dont want it delayed over logistics of when there should be a cooldown period. How often will this affect a player anyway?
It passed the first time with this cooldown timer, so lets let this go in as is to fix the immediate problem, and start a new thread about inappropiate cool down periods.
