I think the rule is that there must be a free tile all around the house
I don't want the house removed I just want it set to public so I have 2 options to go around it

His steps are placed in the best fishing location on the game. 100 pearls an hour there and every other cast is sea creature carrying only MIBs. You have to be on one of those two tiles, though. :'(
So it appears towers are still broke. Nice!
