Population decreased during the reign of Xavier, and further decreased once people figured out Barcode was staff (not necessarily being corrupt, but simply being staff). It has been increasing ever since EUO target fix was added and the above staff removed.

Its foolish to think a few corrupt members of staff can have that great an influence on population on a big name free server like this. Every accusation leveled against the former staff members on this forum lately is nothing compared to many major free servers in the past, UOGamers servers included. Hell even two of the more popular free servers right now, which I shouldn't need to name, have far more shitty and corrupt staff than Demise has ever seen, and they are doing just fine. The problem is as stated: this game is old as hell, decline is inevitable, and population generally comes and goes in cycles depending on the seasons, school semesters, holidays and other similar things.

I've always vouched for staff rules to be made public after Xavier caught a member editing their tames during Pet tournaments. A simple suggestion of mine that got ignored is to enforce through code that if a staff member is online, they are only to be online with either their staff account or their player account.

I read a rather funny thread not long ago, a gm who used to work with me, speaking about how I caught a game master modding tames for a pet tournament. This is blatant cheating, regardless of how you word it. He claims I should have had a system in place to make sure its fair, and its my fault the game master did stoop to this because I did not have a system to prevent it. Well, it actually was the same person, that posted about it. I caught him modding pets to rig the tournament - and that was the same excuse he had when he got caught, only then it was an excuse for cheating instead of the "opinion" he presents it as now. Rather than accept the fact that he was caught cheating, he blamed the system and admins allowing the capability for staff to do something that anyone with 2 bits of common sense knows is unacceptable

I'm going to accuse Hz of being staff again, because, when I was fighting them last night I had a terrible connection during a short skirmish. It was equivalent of a DDOS attack and well, since their staff they can get my IP and well.. yeah their staff. now i quit game and population goes down because i formed a far fetched, but possible theory, so ima just believe it, and bye. here is proof of them staff
