Where is Dungeon or mob for New rare

Severed Human Ears drop on Brigands. They are a quest item that isn't available on Hybrid. These started spawning when some core updates were implemented. The stealable rares respawn. If you read that thread I linked you to it will ep
The stealable rares will respawn until it is decided by staff to stop them(which I don't see happening soon). If you peruse that thread I believe you
will find most of your questions about the stealables answered.
Yes, you can still get them by killing brigands.
