That's presumably the "over seas" hop to the US internet backbone. When I tracert to 200.223.44.10, it pings about 195ms on average because I'm going through a link in Miami instead of how your connection is routed, through something between Brazil and New York that doesn't show up in a trace route. There's not much, if anything, you can do except for asking your ISP why your ping jumps so high at 200.223.44.10 and asking them what kind of link that is, why it's so slow, and if there's anything they can do (like change their routing configuration).

I must say, though, that there's a 90%+ chance that there's nothing you can do about that ping (latency) and that you must adjust your timing in playing the game to get the competitive edge you're looking for. I see people at 200-300ms kick the ass of people under 100ms all the time. You don't have much, if any, packet loss, and I really wouldn't worry about less than two tenths of a second as a serious competitive advantage in UO because of how the game mechanics work.
