Are power scrolls only available from the large bulk order deeds? I think I remember them being only obtainable through the large ones, please correct me if I am wrong or let me know if I am correct. Thank you in advance.

For Tailors - Only Large BODs yield Scrolls
For Blacksmiths - Mostly LBODs yield BS Scrolls, with 3 exceptions:
Small Exceptional 15x Gold
Small Exceptional 15x Agapite
Small Exceptional 20x Valorite
