an old revision of March 2008 says it's still only carpentry.

As you can see, the last revision is October 2008 (signed by Bomb Bloke, UOGuide admin and a quite trusted source) and it's still only carpentry

an old Stratics page of August 4th 2008 instead brings Tinkering. (there is only this page in webarchive)

Looks like OSI made tetsubos to be crafted with tinkering too at a certain point, then they reverted the choice just some months later.

As ML was released in 2005, I'd say "patch valid for all of expansions, no core check needed".

Craftables: Tetsubo can now be crafted of exceptional quality.

here's your new tetsubo!

NOTE: the exceptional chance is 6.6% at 100 carpentry. It is wrong, but it's because (I think) there is a unique formula for exceptional chances which is wrong in general, as shown here.
This means fixing that patch should fix also the testubo exceptional chance.

At least for now it is 66.6% crafting chance at GM carpentry, and correct minimum skill and requirements.
