To understand what brace will be very useful we need to know what suits people are trying to find.
for example we have few basic types of pvm mage one will be a spawner with 6 fcr and 4 fc
and second one can be mage with high sdi but with weaker resistances and 6 fcr 2 fc / 3 fc.
The reason why 2 fcr brace are not useful for any of these mage is 2 fcr not 3 fcr
Cristaline ring
Scrapper's
Vesper shield ( 2 / 1)
and Brace 3 fcr or 3 fcr, 1 fc with sdi 12 + 2 or 3 useful mods.

It doesn't have enough bonus mods in addition to fcr2.

You might be able to use it on your new character, but I don't think this is something anyone will spent gold on.
