If anyone hasnt figured this one out. It is a one way sign pointing one way. But the stop sign down the alley seems as if there will be oncoming traffic.
thats what I got out of it atleast

Yea technically there should be no one driving that way, but there is a stop sign there just incase, common in high traffic areas.
