yes, it is.
A fix is in the testing process and it will be implemented as soon as possible. This bug is first priority at the moment.

My 120 Tailoring Scroll is capped at 110 because of this....

It seems the fix has not yet been implemented, i think what Buiu was referring to when he said nice to see it was fixed, is simply that they know the code error and have corrected it, not that it's been implemented.

Found A work around.
You know those handy Soul stones given as rewards now?
If you have a skill that needs lowering, drop it on the soul stone.
Your skill will still raise.
It worked wonders for me tonight.
Then you can just dump the skill off the stone and make room for the next one.
