It should indeed. Here's a screenshot of an item on OSI Atlantic:
The skill name clilocs here are 1042379 for Spirit Speak and 1042363 for Evaluate Intelligence, whereas RunUO would use 1044092 and 1044076 in this case.
It seems like the base cliloc number is different, 1042347 instead of 1044060, although this cannot be the case. The list starting at 1042347 is incomplete, and it contains some weirder skill names like "Maces" instead of "Mace Fighting". Weapons on OSI
do show "Mace Fighting +X" and not "Maces +X".
Anyway, disregard that rant. I'll put it on the tracker.
