[COMPLETE] Ability to sell Necro spells to NPCs

Behavior on Demise:Can not get an NPC to buy any Necro spell scrolls.If no other city/town will buy them surely Umbra should but I have nothing that would interest them is the message I receive when I try to sell the necro scrolls
Behavior on OSI:You can sell them the same as you would magery spell scrolls for over 4 years now.

Disappointing... This should be very easy. I'm amazed it wasn't worked on already (Hmm... Maybe this weekend...)
