Colored Ingots

Anyone know? -->

Do the colored ingots work the same way here as it looks like they work on OSI now - i.e. adding resist and damage modifiers to armor and weapons? If so, is it the same damage modification that exists on OSI ight now?

Nope.. those type things came with AoS (this shard is pre-aos).. they do however add AR to armor, but that's all.
