Good points, but I can not guarantee he is or isn't pulp. I didn't put myself into a position to get scammed again because I requested very small increments. I am not vouching 100% for this guy, I am just noting that I did have a successful transaction, and as I said I always recommend split things out into the maximum they are willing to lose.
