Yes actually... right before AOS was released... ebolts DID vary in dmg... the damage harm did was in relation do your distance from the target... so a harm could do a lot of damage up close (for a 2nd level spell)

Maybe im just lucky too... but i've never had an ebolt do 11dmg here... they have roughly been around 20-25

Did you ever gm the skill called resisting spells? Did you not realize why you gmed that skill in the first place? Yeah, spells got resisted on OSI, and yes it did less damage then normal when that happened. Why do you think resisted spells should still do maximum damage?
