At least here in WA if you are under 18 they nail you as hard as any other state. But in seattle specifically they passed a law making marijuana the lowest priority enforceable by law because the federal gov wouldn't let us legalize it.

In amsterdam where you can get marijuana openly they have lower teen use than us in the states.

The way most people work, if they can't have something, they want it. I did, I drank more alcohol before I turned 21, than at any point since, I used to love fireworks when I lived in So Cal, then when I moved to the east coast and had a store by my house I bought them once.

I don't see how any more people would smoke pot then, than do now because it's not hard to get at all if you want it. The only thing more popular than marijuana amongst American teens is prescribed by a doctor, is derived from opiates, and are more available in more households than the illegal plant. Smoking tobacco is legal, people try it and don't like it, others keep doing it, how many people who consider themselves non smokers go to the store seeing cigarettes and say, well they're legal, I'll give em another try.

Ps. I've smoked pot since I was 12 and I had my associates degree when I was 18, what would have been my senior year in high school, and I was a big stoner. Also at 18 I bought and fixed up a couple houses, I actually still have and rent one to an old non pot smoking friend from college, he's been there 7 years now. Pot calms me down so I don't get too animated...I think it's helped me a lot and hasn't hurt me one bit.....I know a lot of people who've tried it and didn't like it, it's not for everyone and I doubt if everyone would do it just because it's legal...

Honestly doing that, wouldn't help either. The reason is that if they do need health care they just go to the Emergency room, by law! The hospital can not turn the people away because they are illegal or don't have health care...

Soooo, the hospital does a very expensive emergency room procedure, when the regular doctor visit would only cost 1/4 of the emergency room, perhaps even more. And in turn the hospital bill gets turned over to the tax payers... So that's why I didn't take out any health care... :/ it gets tricky.

And yes, California is heavily taxed already. The only thing that could probably save California is a massive increase in house sells/increasing their prices of the houses, thus generating large amounts of revenue...

Tax everything, keep prisoners anti drug programs, let nonviolent nonsex offender prisoners out, let people parole out early, etc etc etc and ur in the win

No matter what you do you're fucked. Programs are only a small aspect. You could have a trillion dollar surplus and get one shitty politician and it turns into a deficit (George Bush).

keep people focused on the controversial things that end up meaning nothing in the long run and you can get away with anything.
