Because ringmail is considerably easier to move around in. Attach a 2x4 to your wrist and just below your shoulder (Arm pit) and see how easy it is to move, compared with having 15 pounds in various weights added all up and down your arm, without restricting your elbow/shoulder.
Also, Ringmail usually has a lot of padding under it, whereas Plate will usually have chainmail under it as well, and then some padding. Platemail is a bitch to move around in, but chain/ring isn't too bad. Take two backpacks, put one on the front of you, the other in back. Fill them up with 40lbs each. That's what it's like to move with chain/ring on.
