Where did you get them in Buc's Den on OSI?
The wire coils here spawn in blacksmith NPC boxes, like this one in Britain:
Keep stealing the hammers and ingots, eventually it will fill itself with wires. (If you don't take out the bad stuff, they will stay in there and prevent other things from spawning.)

On Baja they spawned in the crates/barrels inside of the Smith shop in Buc's

It hasn't been fixed
You can train stealing in your house in Trammel........ (this can't be done on OSI unless you are stealing from a guild member and you are in the Thieves Guild)
You just need to put a lot of weight of some item in a container that you have access to (you can't steal from container you have access to on OSI because you will always catch yourself red-handed)
Every 10 skill points = 1 stone you can steal
To gain make sure you are trying to steal a weight heavier than you can
Just make a macro stealing from a container in your own house

Best part about that post is that you're demonstrating stealing using a toon with the "Trustworthy" title.
