thank you for the screen shot i missed out on the event, WATCH OUT for scammers selling the RED one Cloak of Winning as the Real blue one, make sure you always CHECK hues!!! i almost got scammed!

Wish I had some of those storm's eyes. Do they work in town, and do the characters that actually use them have to be in factions?

yes you have to be in factions to use them they are a faction item, i'm not sure if they work in town but they do TONS of area damage all equal even if u use it on six people if they are in that area, i got hit by one in a big faction fight, then we used one back. they are pretty awesome.
