Never seen this but try this:
Go to: C:\Users\name\Documents\EA Games\Ultima Online Legacy\User Data\accountname\shard
Go the the character that works, and copy the file skillgrp.mul.
Then go the folder for the character that doesn't work and paste it there.
Like I said, I don't know if it will work, but worth a shot.
Also, until you get that fixed, you can do everything on the skill menu through the skill tab on Razor.
