Talisman Skill Increase?

Is the talisman skill increase not working for the inscription? I made 100 runebooks with my inscription skill at 100 and had the inscription talisman with inscription exceptional at 28 percent and inscription bonus of 12 percent. According to the scribe tool, WITH the talisman I should have had a 78 percent chance at getting exceptional results. Without the talisman it said I only had a 50 percent exceptional chance result. It turned out that after doing 100, I ended up with exactly 50 percent exceptional amount of books. So it seems that the talisman wasn't working?

It's 75% chance per book not per 100 books.

Same as for example doom boss has a 1% chance of dropping an artifact but you can get 2 in a row.
