[SVN 872] Looted wand bug.

stratics and uoguide claim that all looted wands should have spellchanneling and mage weapon properties on them. This is never the case on demise. this should not be too hard to verify.
 
Its a bug the runuo/demise staff has known about for the nearly 9 years ive been on these forums with little to no interest in fixing it. Ive personally brought this issue up myself over a dozen times with a lot more detail in the way wands worked on demise during the era.

not to sound ungrateful but the -mage penalty isnt random but has a direct correlation with the number of charges. The % of max spell charges = the % intensity of - mage penalty. Also while wand spells can't be disrupted they are suppose to still be effected by Fast Cast

We'll run some more tests soon. Do you happen to have any OSI documentation on this?

I'm getting average delays of 1.52 seconds between double clicking a wand and receiving the target when wearing both 0 faster casting and 3 faster casting (from the Etoile Bleue/Novo Bleue jewelry set) on OSI. So, faster casting does not appear to have any effect. They may have changed this at some point, or the patch notes may have been a preliminary version for the TC.

It does look like the charges/mage penalty correlation exists. We'll look into that. :)
