buy to 25-30 in skill then train to 50+ you need 50 skill to throw it.

You can thrown them at any skill level, i use them to lethal feelas, obviously, the higher the skill, the higher your chance to hit. You need 50 ninjitsu for the smoke bombs, not for shurikens =)
