Go in to your internet options, go to connections and select Advanced. Look for the option to "Upload pictures on webpages" and check it. Make sure you deselect "Download pictures on webpages" as this will override your previous setting.

If that doesn't work, then you need to download upload google chrome. Once you do that open the developer tools and go to the "profiler" tab, use it, and grab the url for the image. Place that directly in your browser url text box.
