How Do China Men Run Faster Then USA player?

So on multiple occasions chinese have been behind me 10+ tiles and within seconds are the same tile as my self, even with me running full speed in ostard form. when I have a consistent ping of 30 to the server, makes little to no sense, my only guess is that they are illegally running proxy servers to take "shortcuts" to the server, I read that proxies are illegal yet this activity still continues? please help.

Or you have fps problems will make your client lag and not respond to the server as fast as it should so people can catch up to you.
