I've quit the quest and restarted it going through it again with people who have completed it. I'm not missing anything. Spoke the mantra at the shrine Justice, accepted quest. Read that I need to right a great wrong and to obtain the executioners rusty pen. Went to Wrong, dusty bones tells me "I have nothing for you at this time." Executioners chest tells me "you really shouldn't open strange chests." Killed the executioner 3 more times, nothing. Tried to talk to Andy at the Yew court house "I have nothing for you at this time."

I've paged, been number 1 in queue for the past 30 minutes.

Ignore the yellow named ghost, click on the skeleton that is handing on the wall on the northern wall.

The pen drops into your back pack only if you are on that particular part of the quest

A couple of things
1 - do you have 10 ML quests already going on? (if you do have 10 quests you can't even do an escort for the compassion virtue)
2 - do you want this pen?

I had 10 quests already going on. Resigned from 3 of them, double clicked the dusty bones again and wala .. "oo ooo you can actually hear me"
