[COMPLETE] powder of fortifying doesn't work on cloth hats

I've tried to increase the durability of some magic hats i've looted and it doesn't allow me to fortify it.

according to UOguide.com:

* PoF does not work on the Book of Truth event reward, The Redeemer.
* PoF does not work on the Virtue Artifacts.

that is the only stipulation that i can see where PoF's shouldn't work.

Since I have seen Nikki putting the patch in the Release Candidate, I believe it's confirmed.
