Some items cannot be dyed. Im assuming this is one of them. Hopefully if they 'fix' this. They can do it for monk robe too.

Items that can be dyed are artifacts, replicas and exceptionally made items. It's not a bug, but would be cool to be able to dye it.

The Hooded Shroud of Shadows, Hooded Robe of Umbra and Monk's Robe all cannot be dyed or pigmented on OSI. This is by design.
