BOD Question and Runic Fletching Kit

If I select "Cancel" instead of "Accept" on a BOD can I try to get a different one? Also has anyone come across a a Runic Fletching Kit in the dungeons yet? If so where do I get them?

If you click cancel you can not get a different one. You'll just lose that bod and have to wait until next time.
