Update February 28, 2015 - Makers' marks

The following changes have been applied during server wars:

• Makers' marks are now permanent, i.e. they no longer change if the crafter changes name, or disappear when the crafter's character is deleted. They now also include the Lady/Lord title if present upon crafting.
  
• Corrected blank scroll graphic in NPC buy lists. (This was causing issues with UOSteam's buy agent.)
• City banners now require house owner access to place/redeed.
• Added Thorvald's Medallion drop to Hydras (including Abscess and Crystal Hydras).
  
• Performance improvement for items with lifespans, they no longer update their properties every 5 seconds, but instead only when necessary.
• Fixed a bug that caused buffs to not take effect when cast with an existing buff already in effect and about to end. (Report) (This was actually fixed February 7.)
• Corrected the Luna no-housing bounds; it is now impossible to place houses for 25 tiles outside the outer walls, and around the Grand Arena south of Luna. (Previously, this was already impossible on the east and, partially, the south side.) Existing houses may continue to exist in this area, or be traded, but they cannot be resized/replaced!

Also, for the test center:

• Copied no-housing regions as they are in effect on the main shard, for testing house placement.

Edited the main post to include an important change that was made while migrating the restricted housing regions:

• Corrected the Luna no-housing bounds; it is now impossible to place houses for 25 tiles outside the outer walls, and around the Grand Arena south of Luna. (Previously, this was already impossible on the east and, partially, the south side.) Existing houses may continue to exist in this area, or be traded, but they cannot be resized/replaced!

Note that this housing restriction was already in place, though not enforced on the west and north sides. (On OSI, all 4 sides are included in the no placement rules.) If you are unsure your house can be resized/replaced, it is possible to test placement on the Test Center. The dirt paths are good indicators of where the restrictions end.

House placement inside the walls of Luna remains possible.

Exact coordinates for restrictions:
North - Y 421 and above
East - X 1106 and below
South - Y 618 and below (Y 655 and below on the side of the Grand Arena)
West - X 878 and above

(No part of a newly placed house may be inside the restricted zones.)
