Houses that go "Demolition Pending" are supposed to be not accessible to their owner/unrefreshable

Behavior on Demise:
Houses that go demolition pending can be refreshed by the owner logging in.

Behavior on osi:
Demolition pending houses are "Owned By OSI" and can't be refreshed/accessed by house friends/etc.

When the house sign says "Owned By OSI" it also says "Demolishing pending" and usually means the house has vendors in it
The house will drop after the contracts expire plus "x" amount of days to give the players time to get their items
So to answer your question no the owner can not refresh it because the owner's subscription to the game has expired

So not just because their subscription is inactive, even if they resubbed they wouldn't be able to save it.

Also reading the link, it sounds like things here might be backwards, here the houses decay up to idoc status and then go demolition pending, where that link seems to say it happens opposite over there...

Kind of like how you have to be homeless to place/buy a house here and on OSI if you buy/place a house while owning a house your 1st house starts to IDOC

On Demise house that become demolition pending have a countdown of 7 days after which they will drop. During the pending demolition stage, they CAN be refreshed by the owner.
